The definition of a Disadvantage Business Enterprise (DBE) is a small, for profit business concern that is at least 51% owned and controlled by socially and economically disadvantaged individuals.

The Wisconsin Department of Transportation (WisDOT) DBE program is a part of the Wisconsin Unified Certification Program (UCP) which includes City of Madison, Dane County and Milwaukee County.

The Wisconsin UCP maintains a directory of all small businesses certified to participate in projects that receive funding assistance from the US Department of Transportation.

There are rigorous and transparent processes guided by 49 CFR Part 26 to establish DBE participation goals and requirements that large contractors must make good faith efforts to maximize DBE utilization.

Join us to learn how to prepare and submit your DBE Certification! By attending this session, you will also learn how to take advantage of your DBE Certification, once you receive it.

A representative from the City of Racine will join us to discuss how to register as a "Section 3 Business Concern" with the City and to provide information about the "Racine First" program.
