Integrated Award Environment (IAE) will incorporate additions and revisions to Product Service Codes (PSCs)

On October 24, 2020, GSA’s Integrated Award Environment (IAE) will incorporate additions and revisions to Product Service Codes (PSCs). PSCs classify the products, services, and research and development items purchased by the federal government. They are used in collecting and analyzing data about federal procurements. IAE will carry out the following changes regarding the PSCs:

Activate 155 new research and development (R&D) PSCs while end-dating 721 R&D PSCs;

Activate 42 new information technology PSCs while end-dating 71 IT PSCs;

Activate two product codes–PSC 6835 (new) and PSC 6830 (revised);

Activate PSC Q901 Healthcare Environmental Cleaning, renamed from Aseptic Housekeeping Services.

These PSC changes will be deployed throughout the IAE systems. The PSC tables will be updated with the deployment and you will be able to select from the updated PSCs following the deployment.  Agencies’ contract writing systems can incorporate the PSC changes following the FPDS-NG deployment. Both the and deployments will happen October 24, 2020.

The PSC application program interface (API), which provides third-party applications access to the PSC codes updates, is available now at to accommodate back-end database updates.

Establishing a Minimum Wage for Contractors, Rate Change in Effect January 1, 2021

The Wage and Hour Division (WHD) of the U.S. Department of Labor (the Department) is issuing this notice to announce the applicable minimum wage rate for workers performing work on or in connection with federal contracts covered by Executive Order 13658, Establishing a Minimum Wage for Contractors (the Executive Order or the Order), beginning January 1, 2021. Beginning on that date, the Executive Order minimum wage rate that generally must be paid to workers performing work on or in connection with covered contracts will increase to $10.95 per hour, while the required minimum cash wage that generally must be paid to tipped employees performing work on or in connection with covered contracts will increase to $7.65 per hour. SBA Announces Registration for National Small Business Week Virtual Conference September 22-24

WASHINGTON – As part of National Small Business Week, the U.S. Small Business Administration and cosponsors will host all virtual events September 22-24, 2020. This year’s National Small Business Week activities will include numerous educational panels providing retooling and innovative practices for entrepreneurs as our nation’s small businesses look to pivot and recover, contributing to a stronger economy. The event will recognize the national award winners, including the naming of the National Small Business Person of the Year.

The National Small Business Week event schedule includes three days recognizing America’s outstanding entrepreneurs, shining a spotlight on the nation’s 30 million small businesses across the country.

ISR or SSR Reporting Extension

Given the ongoing Presidential declared National Emergency, the U.S. Small Business Administration (SBA) is extending the time for the filing of Individual Subcontracting Reports (ISR) and Summary Subcontracting Reports (SSR) by 30 and 60 days, respectively. Although some states are beginning to reopen, many states and the District of Columbia are under varying degrees of orders for residents to remain socially distanced. Many of the records that would be needed to meet these reporting requirements may still currently be unavailable or inaccessible. Therefore, SBA will consider the fiscal year-end ISRs submitted by November 30, 2020, and the SSRs submitted by December 30, 2020, to be timely. In line with SBA’s decision to extend the fiscal-year end ISR submission date, SBA is also extending the ISR reporting due date for firms that have recently completed contracts or that will complete contracts in the near future (prior to September 30, 2020) to November 30, 2020.

DoD Directive 5000.01, The Defense Acquisition System, Signed into Effect

On Sep. 8, 2020, Deputy Secretary of Defense David L. Norquist signed into effect DoD Directive 5000.01, the Defense Acquisition System. In support of the National Defense Strategy, the Defense Acquisition System develops a more lethal force based on U.S. technological innovation and a culture of performance that yields a decisive and sustained U.S. military advantage.  DoDD 5000.01 is the overarching directive that describes the principles governing the acquisition process and emphasizes six main tenets of acquisition implemented via the Adaptive Acquisition Framework. Navy Awards for Large Unmanned Surface Vessel (LUSV) Studies

WASHINGTON — The Navy has awarded contracts totaling $41,985,112 to six companies for Large Unmanned Surface Vessel (LUSV) studies. Each contract includes an option for engineering support that if exercised would bring the cumulative value for all awards to $59,476,146. **WISCONSIN’s Marinette Marine Corp. received one of these contract – N00024-20-C-6317 –  for $6,999,783. Work supporting the six contracts will be performed in various locations in the contiguous U.S. in accordance with each contract and is expected to be complete by August 2021, and if option(s) are exercised, work is expected to be complete by May 2022. Fiscal 2020 research, development, test and evaluation (Navy) funds in the amount $41,985,112 will be obligated at time of award and will not expire at the end of the current fiscal year. These contracts were competitively procured via Federal Business Opportunities (now with eight offers received.
