Advanced Notice for MAS Refresh 10 and Upcoming Mass Modification

The General Services Administration (GSA) Federal Acquisition Service (FAS) is planning to issue GSA Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001 – Refresh # 10 and an associated mass modification (mass mod) to all existing contracts in March 2022. Denied Protest Offers Lessons about Hiring Former Feds

Washington Technology – In mid-February, we reported that Science Applications International Corp. had lost its protest involving a $2.5 billion NASA enterprise IT contract that the incumbent lost to Leidos. SAIC was the incumbent, but lost the recompete to Leidos.

The Government Accountability Office has now released its decision and we have more insights into the contract, NASA’s thinking and why SAIC lost its protest. Of particular interest is SAIC’s allegation that Leidos gained an unfair competitive advantage because the latter hired as a consultant a former NASA official who was the source selection authority during the early days of the contract’s development. Defense Federal Acquisition Regulation Supplement: Reauthorization and Improvement of Mentor-Protégé Program

DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to implement a section of the National Defense Authorization Act for Fiscal Year 2020 that reauthorizes and modifies the DoD Mentor-Protégé Program.
