SUMMARY:Cyber Friday: Using Security Logs for Cyber Security Program Development and Management
DESCRIPTION:Logs are an essential component of a cyber security program. Logs help to identify malicious activity and they are critical to performing forensic analysis. Understanding logs and their essential roles should be one of the major factors to consider when deciding whether to manage your cyber security program internally\, utilize a third-party or use a blended model. \nUntil CMMC v2.0 is formally rolled-out\, and DFARS 252.204-7021 is included in solicitations and contract awards\, companies in the Defense Industrial Base (DIB) must adhere to DFARS 252.204-7020 NIST SP 800-171 DOD ASSESSMENT REQUIREMENTS (NOV 2020) to be eligible for contract award as either a Prime or a subcontractor. \nDon’t be misled by the term “self-assessment.” The DoD Basic self-assessment is neither a stand-alone document\, nor is it the starting point for DoD cyber security compliance. It is most definitely not a requirement to be taken lightly or casually. Rather\, completing this document requires knowledge of the company’s cyber security status and also a sound understanding of DoD’s policies\, requirements and expectations. When completed the summary score should characterize the company’s cyber security activities that are in-place and planned. \n  \nWhy you should attend – \nAttendees will gain information and insight into this DFARS requirement and DoD cyber security requirements. They will be better equipped to determine whether they can undertake completing the assessment in-house or if they should outsource all or specific aspects of the assessment. For companies considering outsourcing this requirement\, this webinar series will help to prepare attendees to develop pertinent scopes of work and evaluate third-party responses. SUMMARY:Acquisition Hour: The Disadvantaged Business Enterprise (DBE) Program: Certification\, Benefits and Requirements
DESCRIPTION:In Wisconsin\, a number of local government entities including Milwaukee County\, WisDOT\, MMSD\, Dane County and the City of Madison\, require participation from Disadvantaged Business Enterprises in their procurement process. Both Woman owned and Minority owned businesses can potentially qualify for this program. \nThe Unified Certification Program (UCP) allows applicants for the Disadvantaged Business Enterprise (DBE) program to apply only once for a DBE certification that will be honored by all recipients in the state. In Wisconsin\, a number of local government entities including Milwaukee County\, WisDOT\, MMSD\, Dane County and the City of Madison\, require participation from Disadvantaged Business Enterprises in their procurement process. Wisconsin recognizes the Unified Certification Program of the Wisconsin of Department of Transportation Office of Business Opportunity and Equity Compliance (OBOEC). If a business is DBE certified through OBOEC\, City of Madison\, County of Dane\, or County of Milwaukee\, then they can submit documentation of their DBE Certification\, complete a Substantially Equivalent Application (SEA)\, and become MBE\, WBE\, or DVB Certified with the State of Wisconsin. \nThe DBE program targets Socially and Economically Disadvantaged firms.  Under the DBE program\, woman owned businesses are considered “disadvantaged”. \nThis certification can be of significant advantage for firms working with government entities that utilize the DBE program.  For example\, the DBE program sets aside part of federal highway and transit funds with persons who qualify as disadvantaged small business operators. \nFor the current fiscal year\, the goals were calculated at 12.32% for Federal Highway\, 6.04% for Airport Construction project and 1.10% for Transit. WisDOT invests $750 million annually in federal and state dollars for highway\, airport and transit projects.
