The fiscal year might be winding down but the federal procurement landscape will continue to be vibrant\, unpredictable\, and will continue to offer opportunities for those who are prepared and ready as the Government ramps up to Spend to the End of the fiscal year – September 30th. \nLast year (FY-19) almost 44% of the contract actions for the year and greater than 30% of the annual budget was expended during the fourth quarter. The last quarter of the federal year is an active one. However\, a tremendous amount of opportunity occurs during just one month – September. What is truly amazing is the amount of activity that occurs on the last day of the fiscal year – September 30. On this one day in FY-19\, more than 26 million contracts with a value in excess of $12 Billion were awarded. \nNow is the time to explore this market and start your preparations. Don’t miss out on The Spend to the End. \nLike every year\, there will be challenges. However\, this year there may be greater challenges and more unknowns than in years past due to the Federal Government’s response and support to Coronavirus needs. Additionally\, companies should consider the following four dominant issues among others: 1. Maintain your SAM registration – don’t miss out on an opportunity because your registration lapses and is Inactive. 2. If you have a GSA Schedule\, make sure to review the recent MAS Mass Modification. Action is required by July 31st. Miss this window and it is likely that you will miss out on opportunities. 3. Don’t overlook\, and certainly do not ignore\, information security requirements which include but are not limited to Cyber. 4. DESCRIPTION:On July 14\, 2020\, a new FAR Rule was published to the Federal Register. This rule\, effective August 13\, 2020\, prohibits the US Government from entering into\, or extending or renewing\, a contract with an entity that uses prohibited telecommunication equipment or services. The FAR case implements Section 889 Part B of the FY 2019 National Defense Authorization Act in order to combat national security and intellectual property threats. \nIMPORTANT! Effective August 13\, 2020\, orders may not be placed under indefinite delivery vehicle contracts until the contract has been modified to incorporate the revised FAR clause 52.204-25. Please be prepared to quickly accept the modification upon receipt on\, or soon after\, August 13\, 2020. \nGSA is preparing implementation guidance and instructions. GSA invites industry to participate in a live and recorded virtual webinar on August 12\, 2020 12:00 p.m. CDT. \n1. This webinar is comprised of leaders from GSA’s business lines who will explain how they are implementing Section 889 in their specific business lines\n2.
