Yes, the Federal Government buys on-line.
GSA Advantage!® – www.gsa.gov/advantage – is an online shopping and ordering system that provides access to thousands of contractors and millions of supplies (products) and services. A GSA contact is required to participate in GSA Advantage.
e-Buy is a component of GSA Advantage!®. It is an online Request for Quotation (RFQ) tool. e-Buy is designed to facilitate the request for submission of quotations for a wide range of commercial supplies and services offered by GSA Schedule and Government-wide Acquisition Contract (GWAC) contractors.
Purchasing has been limited to Federal government agencies. Recently though, State and Local government entities can purchase a limited group of items, including items that support disaster recovery, are used in combating narcotics and Information Technology products and services.

The DOD EMALL includes spare parts and logistic support items traditionally procured and inventoried by the Department of Defense; these are the National Stock Number (NSN) items. The DOD EMALL also includes a wide variety of commercial products available directly from the private sector. Products that are obtainable through the DOD EMALL are covered by various types of contracts, including long-term contractual agreements, Blanket Purchase Agreements (BPA’s), GS FSS and Open Market contract agreements.
