SUMMARY:Acquisition Hour: Growing Your Small Business With the Disadvantaged Business Enterprise (DBE) Program
DESCRIPTION:In Wisconsin\, a number of local government entities including Milwaukee County\, WisDOT\, MMSD\, Dane County and the City of Madison\, require participation from Disadvantaged Business Enterprises in their procurement process. Both Woman owned and Minority owned businesses can potentially qualify for this program. \nThe Unified Certification Program (UCP) allows applicants for the Disadvantaged Business Enterprise (DBE) program to apply only once for a DBE certification that will be honored by all recipients in the state. In Wisconsin\, a number of local government entities including Milwaukee County\, WisDOT\, MMSD\, Dane County and the City of Madison\, require participation from Disadvantaged Business Enterprises in their procurement process. \nThe DBE program targets Socially and Economically Disadvantaged firms.  Under the DBE program\, woman owned businesses are considered “disadvantaged”. \nThis certification can be of significant advantage for firms working with government entities that utilize the DBE program.  For example\, the DBE program sets aside part of federal highway and transit funds with persons who qualify as disadvantaged small business operators. \nFor the current fiscal year the goals were calculated at 12.32% for Federal Highway\, 6.04% for Airport Construction project and 1.10% for Transit.  WisDOT invests $600-700 million annually in federal and state dollars for highway\, airport and transit projects.  These funds translate into millions of dollars in transportation-related contracts and project work for DBE firms. \nIn this webinar you will learn about: \n\nEligibility requirements\nApplication process\nWhich government entities use the DBE\nLeveraging your DBE certification\n\nSpeaker: Benjamin Blanc\, Wisconsin Procurement Institute (WPI) \nThis webinar is eligible for 1 CPE credit. \nTo view a schedule of all upcoming webinars CLICK HERE

DESCRIPTION:When your business submits a quote through the Defense Logistics Agency’s DIBBS\, you are not just quoting a price.  You are also indicating that you have an understanding of the full requirements and obligations that will come with the award. \nBusinesses bidding on manufactured parts and related items of supply should read and understand the DEFENSE LOGISTICS AGENCY (DLA) MASTER SOLICITATION FOR AUTOMATED SIMPLIFIED ACQUISITIONS prior to submitting a bid. \nBeginning in October\, 2017\, on all automated solicitations and awards\, the mandatory FAR and DFARS provisions and clauses cited in the DLA Master Solicitation for Automated Simplified Acquisitions started appearing on automated solicitation and award documents. \nThe master solicitation is used for mandatory DLAD clauses\, conditional FAR/DFARS/DLAD provisions and clauses\, and procurement notes. It is known as “The Nation’s Combat Logistics Support Agency.” It is headquartered at Fort Belvoir\, VA and has various offices and resources located in 48 states and 28 countries. Principle buying locations are located in Columbus\, OH\, Philadelphia\, PA and Richmond\, VA. Principle procurement segments are – Aviation\, Land & Maritime\, Troop Support\, Disposition (Disposal/Reutilization) and Energy. During the course of FY 2018\, DLA awarded contracts valued in excess of $40 Billion for goods and services in over 600 different NAICS codes. Of the more than 3.4 million contracts awarded\, small businesses successfully competed for approximately 66% of these contracts which represents over 14 Billion dollars. Wisconsin small businesses rank 23rd and were awarded roughly 1% of the total value of contracts awarded to small businesses. These existing Wisconsin DLA vendors have blazed a trail and have shown that WI small businesses are up to the challenge and can compete in this market. DESCRIPTION:The Historically Underutilized Business Zone (HUBZone) program helps small businesses in designated urban and rural communities gain preferential access to federal procurement opportunities. This presentation is recommended for any business that is interested in becoming an SBA HUBZone certified business. \nThe HUBZone program qualifies your business to compete for the program’s set-aside contracts. HUBZone-certified businesses also get a 10% price evaluation preference in full and open contract competitions.  A business must be certified by the U.S. SBA to qualify for this program\, and must be registered in SAM prior to submission of the certification documentation. \nCurrently\, many Federal agencies and Federal Prime contractors are NOT meeting their HUBZone goals.
