The Army Contracting Command-Rock Island (ACC-RI) and the Project Manager, Maneuver Ammunition Systems (PM-MAS) will be hosting an Industry Day at the Lock and Dam Lounge (formerly known as the Arsenal Club), in Building 60, on Gillespie St., Rock Island, IL 61201. The Industry day has been tentatively scheduled for 3 November 2016 beginning at 1:00 p.m. The purpose of this Industry Day is to provide information on the planned acquisition of the 40mm Grenade Family System over the next five (5) years (FY17-21). Reference Draft Request for Proposal (DRFP) W52P1J-16-R-0107, which is planned for release on or about 14 October 2016.

This announcement should not be construed as a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this Industry Day.

Please note that this effort will be for full and open participation. Attendance of all interested small and large businesses is strongly encouraged. Interested participants must pre-register for Industry Day by completing the registration form on the Federal Business Opportunities (FBO) website for the DRFP at https://www.fbo.gov/ and providing the form to Ms. Traci Gerth and Ms. Julie Seaba electronically via traci.l.gerth.civ@mail.mil and julie.a.seaba.civ@mail.mil no later than 19 October 2016.

Industry Day will be broken down into two parts: (1) General session and (2) One-on-One session. The General session will start at 1:00 p.m. with One-on-One sessions, approximately 20 minutes long, being conducted following the General session and beginning at 3:45 p.m. For planning purposes, companies interested in conducting One-on-Ones must notify Ms. Gerth and Ms. Seaba of such no later than 19 October 2016. The Industry Day agenda will be provided on the FBO website.

Additionally, we encourage submission of any questions/comments/concerns regarding the DRFP via the Q&A form provided on the FBO website to Ms. Gerth and Ms. Seaba no later than 21 October 2016 to allow for discussion/response at the Industry Day. We are looking for feedback relative to (but not limited to) the following:

• Information required by the DRFP;
• Types of terms and conditions needed;
• Existing capabilities in the commercial marketplace;
• Industry and business practices to consider;
• Potential cost drivers;
• Solutions to problems;
• Production issues and transitioning from one contract to the next;
• Potential risks foreseen with this effort and recommendations on how to mitigate/avoid them;
• Comments/concerns/ideas.

It is noted that these, and all, questions and answers will be posted to the FBO website. Accordingly, information will NOT be treated as proprietary unless specifically identified as such; please be aware that identifying good ideas as “proprietary” may preclude them from being incorporated into the solicitation.

Note: All Industry Day participants are to enter the Rock Island Arsenal using the Moline, Illinois Gate entrance and must process through the Moline Gate Visitor Center. Security/entry access measures are subject to change without advanced notice. Please allow plenty of time to process through the gate. Note: Please be aware that the speed limit on Arsenal Island 25 mph. Watch for signs. The Illinois seat belt law is enforced on Arsenal Island. Rock Island Arsenal is a U.S. Army military installation and the use of cell phones while driving is prohibited without a hands-free device.

Note: Please be aware that the Rock Island Arsenal Police perform random security checks of all vehicles entering Arsenal Island. All vehicles and persons are subject to search. No firearms are permitted on the Rock Island Arsenal. Personnel entering the Arsenal are required to show either a valid driver’s license or state identification card prior to admittance to the Arsenal. Recommend arriving early to mitigate potential access delays.

Parking is available, but may be somewhat limited.

Food and beverages are available through the local cafeteria. Credit card payment is required.
