Cracking the Code of the PIID

The structure of the PIID – 4 groupings – DoDAAC/UIC – Fiscal Year of Funding – Type of Action (Procurement/Contract) – Serialized reference

PIIDs for solicitations are different from PIIDs for awards. The first two data elements are the same – Contracting Office and fiscal year for funding. In the third data element, PIIDs for solicitations will show – R: Request for Proposal- RFP , Q: Request for Quotation – RFQ and B: Invitation for Bid – IFB. Awards do not use the same codes. Additionally, there are different serialized counters for each type of solicitation and different counters for each award type.

Relatively recent changes to regulations now require that PIIDs to be unique for 20 years

Uses of the PIID – market research, identifying customers, market research

The PIID can be entered into SAM to search for solicitations related to that contracting office.

Alternatively, the PIID can be used in FPDS, SAM Databank, and/or USAspending to search for awards related to that contracting office.

Using the award data companies can identify competitors, prominent NAICS codes, PSC codes, type of award, date information and award value. This information is important to identifying and selecting the best customers, creating a strategic federal government business plan, updating the companies Capability Statement and many other uses.
