WPI Podcast Episode 54 Summary
SAM.gov – SAM (https://www.sam.gov)is the Governmentwide Point of Entry (GPE). It is the site businesses use to register as a federal contractor. It is also the site where solicitations with an expected value above $25,000 are posted, information concerning federal awards and subcontractor awards can be viewed as can Data Bank data which contains data related to federal contracts.
This webinar addresses the Data Bank portion of SAM.gov.
The SAM Data Bank is the official federal source for contract award information and serves as the successor to the Federal Procurement Data System (FPDS). This site captures data related to unclassified contracting actions made by federal agencies and also provides access to Other Transaction information.
Information related to grants, budgets and other financial information can be accessed using the usaSpending portal – https://usaspending.gov
Having access to current and historic acquisition details makes this site a valuable market‑research tool for companies involved with federal contracts or looking to be involved with federal contracting.
Businesses can search using more than 200 data elements—including contracting office, NAICS, PSC, CAGE code, dollar value, geography, and time period—to identify buying trends, competitors, and offices with recurring needs. This allows firms to see who is buying similar products or services, how often, and at what dollar ranges, which can help them target the right contracting offices rather than “the government” as a whole. The data can reveal seasonal purchasing patterns, which helps vendors time outreach and marketing well ahead of solicitations.
Users can rely on standard reports for quick insights or build and save ad hoc queries to answer more specific strategic questions for current and repeated use. Understanding procurement identifiers such as PIIDs, NAICS codes, and PSC codes enables more precise analysis of buying behavior. When used thoughtfully, the SAM Data Bank can form the backbone of effective federal market research and business development strategy.
Two Most Important Ideas
- The SAM Data Bank enables targeted, data‑driven market research by allowing businesses to identify specific contracting offices, buying patterns, competitors, and opportunities relevant to their capabilities.
- Using historical contract data strategically helps companies plan outreach and sales timing, refine assumptions about who buys their products or services, and focus limited resources on the most promising federal customers.
